Theories
These affermation are true at this moment ( Brazil Update ), but can change cause of updates and revelations.
Setting : The principal setting is the Grassland, set in a unknown country, probably in Northern Emisphere or in a fictional country. Real countries like Australia, UK, Brazil also exist. The Southern part of Korea is show, probably the city of Seul, but if the country are united with the North or the War of Korea happened is unknown, but the SCUDs in the street, suggest a that a reunification, happened. Some mascots of other videogame are show, but is unknown if they live in the same planet, universe or are simply Easter Egg.
Time : Judging by the Smartphone used by the Pro-Gamer the year is late 2000s or 2010s.
Fauna : The fauna is pretty the same but with inclusion of Cryptids and creatures like Hipster Whale. Life from other planet is proven, by the Specimen 115, and they abduct cows maybe for experiments.
Religion : Afterlife is proven but only as Ghosts, is unknown if Heaven, Hell or Purgatory exist. Magic is present too, but is unknown if is a religion or other thing. Some Deity like Cai Shen, exists so is possible that a major God exist. The Holyday of Christmas, prove that Christ create the Cristian religion and at least is the principal religionin the Grassland's Country.
History : Possible is the same as real life, and the presence of military vehicles like the SCUDs and the F-16s, demostrate that some war, happened.

There has been controversial ideas about this. But I'm going to set this swimming topic onto Floppy Fish, and why he can't swim.
First of all, you have no proof he /can't/ swim. It is possible that once Floppy Fish falls into the water. He just swims away in the river without going to back to the surface (and why would it need to anyway?).
Let Floppy Fish be a non-swimmer. And I'm going back to my argument before. It /can't/ move its tail and fins, which means it can't really swim back to the surface. A fish needs its tail to swim.

The rocket truck is based of a SS-1 SCUD. But they are present in NATO countries! So I had make some theories :
1) Clone of SCUD
2) Real SCUD but used privately by a collector ( also explain why is unprotected )
3) Captured by NATO forces SCUD
4) Black Ops Vehicle
5) Imitation used in movie ( does'nt explain why cause a nuclear esplosion )
6) Chinese copy ( only in China )
7) Rodong captured by South Korean military ( only in South Korea )
8) True SCUD used by a terrorist
9) OpFor of armed forces of the country, set by mascot, VISMOD of another missile launcher for looking like a SCUD ( not China )
10) SCUD set for destruction in NATO country/China

In this board come up with reasons your favorite crossy road character is trying to make it across the freeway! EX: The celebrety missed her private jet takeoff and must make it to her concert on foot!
Ok, my theory is simply because most mascots cannot move their legs/arms. In order to swim you have to use your arms and legs to work your way to the surface. Unless they are rubber ducklings, then they cannot stay afloat.
But like all theories, this one has paradoxes. Some mascots can move their arms and legs, like the Chimmey Sweep and Gifty. BUT, Gifty cannot simply use its legs to swim, and plus its vision is blocked by a huge box, it will suffocate. As for the Chimmey sweep, they're holding a broom so I don't think he would swim.
As for the fish/whales/Nessy, they cannot move their fins/tails. They probably survived underwater but they simply cannot come back up to the surface again.
I think Hipster Whale (obstacle) can stay afloat because it's an obstacle. And as Eagle said, they're not carrying coins.
So thoughts?
I'm making this theory to get the theory ball rolling. None of the mascots can swim because: Coins! Think about it. When you have all those coins in the top right corner of the screen, where are they being stored? The only physical place they can be stored is with the mascot!
Now the real question is: How do the coins bog the mascot down? Well, first we need to find out the size of a pixel, using our buddy, the Chicken.
The Chicken appears to be 21 pixels tall in the main menu, look:
An average Rhode Island White (the chicken breed the Chicken appears to be) is between 16-18 inches. Let us use 17 inches as the average height, since it is the average of 16 and 18.
Since the Chicken is 17 inches tall, and 21 pixels tall, that means that each pixel is 1.23529411765 inches by 1.23529411765 inches. To simplify things, lets round it to 1.2. Now that we know how big a pixel is, we can calculate the size of a coin.
As you can see, the coin is 60 pixels total (since the coins depth is only one pixel). This amounts to about 72 cubic inches of coin. Gold has a density (weight) of 19.2 grams per cubic centimeter. Since 72 cubic inches is about 183 cubic centimeters, that means one solid gold Crossy Road coin weighs... 3513.6 grams! That converts too about 7.75 pounds. Yes, just one coin weighs almost eight pounds! No wonder the mascots can't swim.
